Hong Kong’s border with Shenzhen is dissolving incremental-ly. The border will disappear entirely in 2047, exactly 50 years after the 1997 handover. This will also signify the dissolution of the economic and political zones of the “One Country Two Systems” policy and, significantly, the Special Administration Region of Hong Kong and the Special Economic Zone of Shen-zhen. Serious consideration must be made of the impact on urban development on both sides of the border in terms of cul-tural, social, natural and economic fluidity.

This  proposal deals with one of the few remaining fish farm-ingareas in Hong Kong. The growth in urban development and density in the surrounding area conflicts with the needs of the existing landscape. New development should not be preserva-tionistin outlook but should demonstrate a fuller understand-ingof the rural values.
